East Lancashire Hospitals NHS Trust (ELHT) is inviting NHS organisations across acute, community and mental health settings to submit an Expression of Interest (EOI) for a fully funded six-month deployment of CLEARnotes.
This opportunity offers participating trusts a structured, NHS-led route to safely evaluate AI-enabled documentation support — with no upfront cost and no financial risk during the pilot phase.
Selected organisations can deploy CLEARnotes across up to three services, providing a practical, low-risk opportunity to reduce administrative burden, improve productivity, and protect valuable clinician–patient time.
An NHS-hosted programme
The initiative is hosted by East Lancashire Hospitals NHS Trust through the National CLEAR Programme.
ELHT is overseeing the EOI process, governance framework and selection of participating organisations — providing NHS-led assurance, transparent oversight and alignment to operational realities from the outset. The programme is designed to support safe, structured and measurable adoption.
No Value, no cost
The six-month deployment is fully funded.There is no cost to participating organisations during this initial phase.
During the pilot, shared-revenue (gain-share) models will be explored collaboratively between East Lancashire Hospitals NHS Trust and 33n, the organisation delivering the National CLEAR Programme. Any future payment structure will be directly linked to demonstrated impact beyond the pilot phase.
If value is proven, sustainable partnership models can then be agreed together.
By hosting the programme within an NHS trust and aligning payment to evidenced outcomes, this approach:
- Reduces financial risk
- Aligns with NHS governance and operational protocols
- Prioritises measurable service benefit over procurement alone
An NHS approach to AI-enabled transformation
Across the NHS, there is understandable caution around investing in AI technologies without clear evidence of safety, governance and impact.
This programme has been deliberately designed to address that challenge.
CLEARnotes is not introduced as standalone software. Under the oversight of East Lancashire Hospitals NHS Trust, and delivered through the transformation expertise of the National CLEAR Programme, the technology is embedded directly into clinical workflows through a structured, clinically led implementation model that prioritises:
- Clinical engagement from day one
- Robust safety and governance frameworks
- Structured implementation and optimisation support
- Clear measurement of productivity and service impact
The partnership between ELHT and the National CLEAR Programme ensures that implementation standards, governance processes and evaluation criteria are grounded in real-world NHS operational requirements.
This programme recognises that technology alone does not deliver value — adoption, oversight and accountability are essential to success.
